Changing background image in explorer is very easy in Windows XP, There is Background Maker application, although I didn't find the software for Windows 7 yet, I know the script, here is it.

IconArea_Image=F:\fftd.jpg
ShadowedText=1
Recursive=1
Copy and paste script above to notepad and save to directory you wanna change with name: desktop and *.ini extension, so the complete name will be desktop.ini
Try to refresh with F5 key, if nothing happened, close the explorer window and open again
